CharStaff won't let you put this on level 0 attacks, because those don't do damage, anyway.

If you are dumb, you won't have many Critical Hits or Secondary Damage, anyway, so you might not miss it!
If you want to have a big badass attack and don't want it to Critical hit too often, this is also a good idea.
